I'm not going to swear to it, but I don't believe this is or ever was correct.  A SQL statement might be optimized in the CQE if it uses, say, a DDS LF that spans multiple files or members, but if your query runs over a straight DDS PF, I'm pretty sure the optimizer will use the SQE.
