CRTRPGPGM fails to compile when compiled from a program.

I compile the program and the compile fails with the message CPF2407 =
message file QRPGMSG in *LIBL not found. QDEVTOOLS is in the library list.



Has anyone had this problem and how did you resolve it?



The command is run from a program. I don't know if the program has anything
to do with it. There are no additional parameters added to the compile. Its
just like a basic option 14 compile.



The program is compiled using a program to include a number of OVRDBF
commands pointing a few files to the actual files, example, OVRDBF PF1A
LIBRARY/PF1.
