No screen saver. Helping counterfeit burn-in was always a client (aka terminal) side thing.
I'm not sure about screen lock. You always can issue a DSCJOB (on the command line or use option 80 on the stock attention key menu) to get a signon screen. In a way this is a screen lock, also allowing you to "switch user" on that particular workstation (display *devd), somewhat akin Windows also has learned somewhen.
