That's not what RPG OA does...    RPG OA lets you use traditional RPG 
native I/O file operations, but instead of accessing the table, it calls 
your code.

So you couldn't use it to create a procedure with parameters like you 
suggest.

Instead, I would simply write a procedure like the one you describe.
