It would be unusual if your error
SetError() #7: Timeout occurred while trying to connect to server!
Had anything to do with SOAPAction, might be a firewall issue.

Also, '--' would be a very strange SOAPaction...

According to the WSDL,

soapAction should be blank...

You might find SoapUI a better choice for exploring SOAP services instead
of Postman...
