Correct.
Not too long ago, there was a discussion about LFs with links to PFs in other libraries. Canon was: Don't do that, it's easy to end up running to-be-tested applications on an LF pointing to live data.
The proper solution is to have a separate LPAR for testing. But I also know that this is a question if license costs will be allowed to be spent.
