Working as designed...

As Brigitta mentioned, FORMAT JSON tells the system the value is already
JSON.

So it doesn't think it need to add the quotes.

Also FYI FORMAT JSON applies to the prior "json-expression"

In other words,
value json_object(
key 'valid'
value case :g_valid when '1'
then 'true'
else 'false'
end
format JSON
,key 'expires'
value trim(char(:g_expDate))
format JSON
,key 'remaining'
value trim(char(:g_expDays))
format JSON
,key 'expired'
value case :g_expired when '1'
then 'true'
else 'false'
end
format json
)

and you'd be missing quotes every where
