Out of curiosity I looked up the details about what goes into the record
format level indicator.

The note about its limitations was a surprise to me:

Since you are not changing any columns and not adding or removing any
columns, adding a key column will not affect any RPG program, even if the
table is not defined with level check *NO.

In either way I'd change the table to level check *YES, check the RPG
programs and recompile them.
