According to footnote 2 you need to use SETOFF.
You misunderstand. That footnote is saying that the function key
indicators cannot appear in the fixed-column resulting indicator
positions (columns 71 through 76 in fixed C-specs) for most opcodes
(like CHAIN or READE). But they *can* appear in those positions for
the SETOFF opcode.
In other words, you can turn off function key indicators using SETOFF
if you really want to. But that isn't the *only* way to turn them off.
