Stumped trying to get to console -- RPG400-L

Hey guys,

So I have a 9405-520 here that I'm trying to reconfigure the disk array on,
and to do that I'm trying to get to DST. But I cannot, for the life of me,
figure out what I'm missing to get the console to display

System on V6R1. Configured in SST, can log in and control panel displays.
Console connects but gives a black screen. Went into console log and see
this:

Status code A9002000 displays on the panel. (Presumably because it cannot
connect the console)

CTL01/CTL02 varied on but no device descriptions.

Any suggestions on what I'm missing to get the console to appear?
