Some will challenge this assertion but I think the size of a table is
a *practical,
operational constraint* and not an attribute of said table. And
because different OS's have different ways of allocating space, each OS's
implementation of SQL would be cluttered up with extensions for table size,
extent size, space allocation, and so on. I understand why it's not part
of the standard (or any extension that I'm aware of).

The answer is in your script:
Create Table XX;
CL: CHGPF FILE(XX) SIZE(50000 1000 3)

The Create Table command should have a way to set the initial size.
