Yes. You need to install some remote „listener“, usually coming with the older Client Access. I don’t know how current iACS handles this.
Runrmtcmd is AFAIK, at least for V4 and V5, based on RCMD/REXEC plain text protocols. Not very 2000’s. :-)
Many modern unix and linux based OS’s do not even by default install those plain text protocol clients anymore.
Ssh would be the way to go, but you still need to find out a way backwards.
My perception is, the Click-Link-in-Emulator approach is superior in many ways.

That wasn’t the point. It would make it „5250 emulator independent“, but complicates matters by requiring REXEC to whatever is on the other side, and need to find out the IP address of a particular user.
And if you have users running 5250 in a Windows Terminal Server Environment, there’s no easy way to address individual sessions *from* IBM i.
