RFE for BIFs to convert upper/lower case

Hi,

I submitted an RFE to include BIFs for uppercase/lowercase conversion. BIF
%xlate is very suboptimal. And making a service program procedure utilizing
the IBM i API for this is not for most RPG programmers. Besides every PL i
know has this. And RPG also has %int and %char etc, so why not %toupper and
%tolower.
