I think you have the answer to your question...

Yes, the duplicate keyed records will be returned by RPG RLA in RRN order.

However, note that if deleted records are reused or the file is reorged...

Then the lowest RRN isn't necessarily the "oldest" record...

In addition, the "first" duplicate record returned today, may not be the
first in six months.

In other words, if you care enough about the order of the data to ask the
question, you may want to reconsider your chose of access.

1. "Reuse" is set to *NO.

2. It hasn't seen a RGZPFM since the last 11,394 records (out of
1,446,092) were deleted, but that's no guarantee that it won't be at
some future time.

3. "How it was re-orged"? There's more than one way to RGZPFM?
