The example I gave you, I have just run
In the top of the window border, it says
Please enter e-mail
in the center
And in the bottom left of the window border, it says
F12=PREVIOUS

Don't know if this makes any difference
We are on V7r3

It seems that you cannot specify WDWTITLE twice. The second replaces the first one. So now I have the F-key line but not the heading. That's okay.
I'll do that as a regular constant.
