Use "DCL-SUBF". It's similar to the way you sometimes have to use EVAL or CALLP if you have a field name that's the same as an opcode.

Dcl-Ds EN_Order TEMPLATE;
dcl-subf open char(1);
referenceNumber1 char(15);
