Scott's SRVPGM also can work with XSSF - in fact, generally, it will use the correct function based on the extension you give it. At least, that's my memory.

The version of POI actually generates XSSF Excel spreadsheets. The Java
program, also receives parameters. I support Scott's HSSF, but my customer
asked XSSF and that was my solution.
