You are right, I was pretty sure one of my tests successfully ended with a
blank between the open and close tags, but I am wrong.

For me, XML-INTO also fails when the tag for the numeric subfield is
blank. The XML-INTO in the following program fails the same way.

dcl-ds ds qualified inz;
subf int(10);
end-ds;

xml-into ds %xml('<ds><subf> </subf></ds>');
