Can anybody tell me why the following retains the decimal place in
the returned data:

return %char(t_number);

OK, based on the response, it sounds like %CHAR is not "smart"
enough to determine that decimal places will result form the divide
operation. Yes, both data names in the following statement have zero
decimal places.

return %char(packed_data / d_shift);

So, I changed it to the following and now I an getting too many
zeroes on the right of the returned result.

return %char(%dec(packed_data / d_shift));

I know how many decimal places I want but the %DEC function will
not accept a variable name for that operand. How can I easily strip off
the excess right zeroes?
