The previous record in ID / TYPE sequence would be 21489 RECHECK.
So - what about this:
select t1.*, t2.*
from FILE t1
left join lateral (
select t2.* from FILE t2
where t1.id = t2.id
and t2.type < 'REPAIR'
order by id, type, date
fetch first row only) as t2 on 1 = 1
where t1.type = 'REPAIR'
t2.* should have your previous values in.
