The EXPORT keyword is specified on the DCL-PROC. To specify it for FORMAT, FORMAT would have to have its own procedure. The implication from the doc is that it has only a prototype (DCL-PR).
I've posted my question as a comment on the page, as was previously suggested to someone else.

If the example, which Vern has kindly copied for us below, were in a service program, you could export just the FORMAT procedure and keep the others internal to the service program.
