If SQL is an option for you, you can also subtract the CURRENT_TIMEZONE
special register from your Time or Timestamp.
BTW Current_Timezone is based on the System value QUTCOFFSET system value.

Values(Current_Timestamp - Current_Timezone) will return the current UTC

Exec SQL Set :YourUTC = :YourTimestamp - Current_Timezone.
