Assuming RF94 should be a 6A, (not 84A):

     Dcl-Ds *N;
       RA0094   Char(84);
       RF94     Char(6)  Dim(14)  Overlay(RA0094);
     End-DS;

should work as you describe.

I could easily eval a text string into RA0094 and "parse" the data into (in this case) 14 six-character fields.
I need to use %lookup on RF94.

I'm pulling my hair out trying to do the same thing in free format.
