Or just straight RPG/ILE/Apache and skip IWS. Seems the "wizard" for these

just to play along, if a person has limited brain power, why waste it using
the wrong tool, where you have to spend time understanding how to integrate
with other tools?

To write a web service in RPG, yeah you need to know service programs and
binding and IWS. Maybe some Java. And the available documentation is
sparse. Compared to coding in PHP where all you need is google and some PHP
code.
