I think these are solid additions. And I would think they won't be difficult to implement.
I agree that erroring out the BIFs for blanks is silly. You have my vote on that one.
The default value makes a lot of sense as well. I would vote for that RFE as well.

I was wrestling the other day with an XML-INTO problem that at root was caused by the fact that the character to numeric conversion BIFs (%Dec/$Float/%Int) treat a blank field as an error when it really should be treated as zero.
So - I've created an RFE to ask IBM to change this behaviour as it affects not just the BIFs but also XML-INTO and DATA-INTO and makes logic far more convoluted than it need to be.

I have also toyed with the idea of asking for an additional parameter to be specified for these BIFs to set a default value to be used if an error is triggered.
e.g. value = %Dec( string: 7: 2: -1); // Default to -1 if string is not valid numeric.
Thoughts anyone?
