Hi Booth we use IWS every day to publish web services and this is the
header of our programs:

and works.

We don't use *INLR in most of the programs since we prefer to handle
termination upon explicit request.

OK. Stupid question time: Will the web service work if I take out
NOMAIN, add *inlr = *on, and DFTACTGRP(*NO) ?? At the moment my goal is
the simplest possible end-to-end. Once that works then adding all the
productivity & expansion features become routine. But for my own
understanding, I want the simplest possible complete process.

You need to use CRTRPGMOD, not option 14.

RNF7023 The Compiler cannot determine how the program can end.
RNF3788 DFTACTGRP(*NO) must be specified for a prototype that does not
have the EXTPGM keyword.
RNF1304 The NOMAIN keyword is not valid when the CRTBNDRPG command is
used to create a program.
