Well ok, since I did most of it already - here is how you could do it in
one xml-into:

Dcl-DS docID Qualified Template;
ProprietaryDocumentIdentifier Char( 26 );

datetimestamp Char( 26 );
End-Ds;

+ '<thisDocumentGenerationDateTime>'
