From my simple testing I would surmise that you are not seeing what you think you are seeing for the first delete. Something might be changing the environment enough to allow the first delete action to complete, maybe?

My tests indicate that on 7.3 at least, you are prevented from deleting with commit on a un journaled table. I could not get your scenario to occur even in QTEMP. I always get CPF7304, CPF4328 and SQL7008 (reason code 3).

I would set up a performance monitor or STRDBMON over the table being updated and see which program is actually deleting.

Why is it that we are able to SQL delete records against a file that is NOT journal and program compiled with default COMMIT = *CHG and no SQL SET statement in program and no WITH NC. In addition, after running the program with all records being deleted we then run same program against file with now 0 records we then get the message file must be journaled. Why didn't we get this message the first time??? I would expect the message the first time or all the time not the 2nd time against an empty file.
