How about using a pointer?
Would something like this work?

d RecordDS e ds extname(XRCL01)
d LabelName S 8 dim(3) Based(Label_Ptr)
D Label_Ptr S * Inz(%Addr( XRAL01)

I haven't tested this and have reservations about the starting position
of the overlay so be warned. :)
