current library is changing to ITBRCPGMS and current library is
before users library list.

How can I fix that ??

It can come from the user profile, it can come from how the job is
submitted, or the CHGCURLIB command can be called from any program in the
job. You want the following is you want the user portion of the library
list to determine which programs are used when called.

CHGCURLIB CURLIB(*CRTDFT)
