Nope.


Of course, there's always the possibility that the program evolved from
(or the line was simply cut and pasted from) something that DID need to
read and/or update the file, and nobody gave any thought to optimization.

This is what I'm thinking as well, but wanted to make sure I wasn't missing
some obscure technique.
