I think there are a couple of reasons identity columns work the way they
do:

1) It greatly simplifies the system code to carry them out.
2) The number gives an audit trail of sorts. Action was taken and the
missing number documents it. I recently dealt with a situation where
showing the auto incremented column allowed me to prove that nothing else
had happened between two events.
