Detect if JVM is started -- RPG400-L

I do a lot of JDBC to external DB's. I have a CLLE that sets the Java props, but I don't want to run it every time. Is there a relatively cheap method to check if the JVM is already started? A method that costs more than just setting the Java props every time is counter-productive.
