I have a pgm that runs every Sunday to do cleanup.

In the program it does:
Exec SQL Delete From APICmdLogP
Where ClDate < :PurgeISO;

After that is done I do a RGZPFM from within the same pgm.

It fails to reorg because it says the file is still locked by this
program.
The file is not in the F specs.

Why would there be a lock on it?

Do you have commitment control active? If so, you need to at
least execute a COMMIT statement. But, beyond that, I believe that SQL
can retain a lock on the object because of a soft close of the table.
