I liked Charles' idea of UNION ALL between the two SELECTs. If it is not
possible to get results from one of the SELECTs due to a condition in the
WHERE clause then it should work fine. My only concern might be the
performance impact from doing an unnecessary JOIN on a large table even if
that SELECT isn't going to return any rows. Maybe Visual Explain would give
an idea on that potential impact.

Dynamic cursors is one of the solutions... but it opens a lot of
issues (like SQL injection) with parameters .

The only solution to avoid this is to use multiple cursors (which is
also extra coding).

Charles Wilt's idea of using a union all query appears to be working fine
for my purposes.
