​You can't randomly position an already open cursor.

You'd have to close the cursor and reopen it with the key in the WHERE
clause

You also need two where clauses if you want to be able to scroll backwards
from the provided key.

​exec sql
declare ForwardCursor DYNAMIC SCROLL cursor for
select * from FILEA where key >= :wKeyProvided
order by HID;​

​exec sql
declare BackwardCursor DYNAMIC SCROLL cursor for
select * from FILEA where key < :wKeyProvided
order by HID;​
