Notice the order of the parameters.
%xlate()'s parameters are
1. characters to replace
2. replacement charaters
3. string to be translated
In the example, the variables are named by their intention, not necessarily how %xlate uses them.
The "ToFormat" field is actually the string to be translated. The Input String is the replacement characters. The From format is the characters to be replaced.
So '(ABC) DEF-GHIJ' is the string being processed. The letters are being replace with the corresponding numbers.
