If the dates are valid/real dates, then I would use the RPG internal date functions %DATE and %CHAR. %DATE to convert the char field to a "date" then %CHAR to turn the "date" back into an edited character field.
i.e.
w_date = '20160523'
%CHAR(%DATE(w_date : *ISO0) : *USA);
Result is '05/23/2016'
%DATE input is format *ISO0
%CHAR output is format *USA
