Are you using RDi or WDSC? The RPG/400 material is in the help there,
although you can't get a PDF that way.
Other than the v5r1 version others pointed you to, I recommend IBM's
library server library at

These are old bookmanager-format, but you can print the entire contents
into PDF using something like Cute PDF.
Some books there DO have PDF downloadable - there's an enabled link icon
for that, if available.
