extproc('open') producing -1 return code -- RPG400-L

i have the following code that is returning a -1 result.

filename = '/tmp/file.txt' + x'00';
fd = openf(%addr(filename) : 8388682 : 420 : 819 ) ;

i dont know why -1 is being thrown. i dont see anything in joblog. where can i find out what is causing the problem?
