The RDi references are for the latest shipped version of RPG. To the
best of my knowledge, we can't tell RDi to display the reference for
an earlier level of the language.
In this case, SORTA(A) was added in 7.1, as can be seen in the 'What's
new in this release' for 7.1:

If I use the web reference and sign in, I can see there is a drop down
at the bottom that allows me to choose different versions of the OS.
Not as nice as having the help offline in RDi, but it's available as a
fallback.
