By "user description field", do you mean the TEXT attribute of the User Profile?

How about:
RTVUSRPRF TEXT() -or-
RTVOBJD TEXT() -or-
Calling the QSYRUSRI API, using Format USRI0300?

(The above provide the TEXT description for a single Profile. The equivalent DSPxxx commands or List API's would return details for multiple Profiles.) Of course, this depends on the TEXT attribute actually being used to hold the User's Name.
