You can call a subprocedure and the subprocedure can contain your code to get the next position.
Dow NextPosition( Spdetl : Pos : Poslastdelim );
Text = %subst( Spdetl: Poslastdelim : Pos-Poslastdelim+1 );
Enddo;
Dcl-Proc NextPosition;
Dcl-Pi NextPosition Ind;
Lspdetl Like(Spdetl) Const;
Pos Int(10);
LastPosition Int(10);
End-pi;
If Pos > LastPosition;
LastPosition = Pos;
Endif;
Pos = %scan( '~' : Lspdetl : LastPosition + 1);
Return (Pos > 0);
End-Proc NextPosition;

I am attempting to combine--
1) p = %scan( '~' : SPdetl : PosLastDelim + 1); and
2) Dow p > 0;
into:
Dow (p = %scan( '~' : SPdetl : PosLastDelim + 1)) > 0;
But this generates RNF7421 "Operands are not compatible with the type
of operator."
Is it because left side of the '>' translates to an indicator?
