Well, that will confuse the heck out of him if he doesn't realize thet there is really a very fine line between RPGIV and ILE RPG, and that they both sort of use the same compiler. If I was starting out now, I would start learning free form with sub-procedures right off the bat. No need to weigh him down with old methodologies if it isn't necessary.
Just get a good book on Free Format RPG. That should be a sufficient starting place.

As others have pointed out, this is an open-ended question. I started years ago with the Top-Down design approach, which can be googled.
One thing that I spotted was the intent to use RPG400. I hope that was a Freudian slip. Never, ever write a program in RPG/400. You should be writing RPG programs in IV. After you get comfortable with it, move to ILE RPG. And use free-format, not fixed-format, coding.

It would help if you were to provide additional context for your
question, such as what level of expertise you might have with RPG and
IBM i development, and whether you might be interested in using RPG
for 5250 or Web development, or whether you're interested in developer
tools for RPG development.
The design of RPG programs may depend on whether the use is for
interactive applications, batch applications, reports, communication
via sockets, connecting to Java resources, etc.
To begin, you might consider what work you want to handle in *PGM
objects, and what work you want to handle in *SRVPGM objects. How will
the procedures will be evoked (from the command line, etc.) The ILE
Concepts Guide offers good advise about how to structure applications
and make them modular.
RPG is especially well suited for database I/O and screen I/O. But in
what context might that be important to you?
