What might 'best' mean for you? You specifically mention RPG/400 - that
is old, old, old, so I am guessing that 'free' ranks quite highly as far
as 'best' goes.

When I used to maintain RPG/400 code (because ILE RPG wasn't invented
yet!) I used and loved Code/400. Your company probably has a copy of
Websphere Development Studio Client 6 or 7. Code/400 is on those CDs.
