I believe Chuck nailed it. The default ENDSEV for a JOBD is 30 and

the shipped severity value for CPE3025 is 10. Try a JOBD with ENDSEV
of 10 and you'll get your abnormal end. Or set the severity level of
CPE3025 to a value of 30 or higher.
