If there are multiple invocations of that CLLE within the job, then
one might surmise the origin of the problem is with some latent
memory\storage [e.g. not being reinitialized when expected] that is
confounding a later invocation within the same activation; thus that
neither of the changed ActGrp setup nor the old named activation group
setup plus the reclaim of the prior activation would exhibit the issue.
