The fields start out empty, I am not loading anything into them. That
could be why B failed, but if that is indeed the case, why does I fail?

It doesn't appear that you are initializing the DS...so what are you
loading to it?
Are you using OVRDTA / PUTOVR keywords by chance...though I wouldn't expect
those to matter for an input only field...you said in another post you
started with a Both.
I'm wondering if the problem is in the i/o to the DS.
I'd try doing an exfmt using I & O -specs jsut to see if it works there.
