Well, there's clearly one site, and it's definitely official. I would
say that everything you need to know is even on one page:

But you have to look at two questions to get what you need:

tl;dr: Any first three digits are valid except 000, 666, and anything
in the range 900-999. Any remaining digits are valid except all
zeros.
