Someone else may have a better memory than me Jerry - but if I recall correctly what he did was to license and existing text editor and add the syntax checkers etc. for RPG and his free-form flavour.

Paul Conte had an RPG III pre-compiler that used a form of free format -
can't recall if it went beyond calcs. Came out during the run up to the
announcement of RPG IV.
